We had a 20 year old laceleaf red maple that was dying branch by branch (with some branches remaining viable)
for the past 8 years and we finally removed it. We found these critters living in the soil around the roots. Are they cicadas? Are they
something harmful? If so, what would be a good remedy? We'd like to replant a tree in this location.

These look like cicada nymphs. They probably had nothing to do with the death of your maple. You do not need to treat the soil for them, ie. no remedies are necessary. You can plant a new tree in that location.vw
