My household and yard have been infested by "fleas". I have had people spray the yard and I have also had to spray my yard myself with insecticides, I have even sprayed the house a dozen times at least. and also used Diatomaceous Earth in the yard. I have bathed my cat and dogs and given them a preventative ( flea medication ). it rained a day ago and they returned like wildfire. I am wondering if there has been a flea resistance or I am treating a wrong insecticide for the insects.

I really don't have anything to add to what you have tried. It sounds like you have not identified the source where the fleas are coming from. Are there other animals that have access to you yard besides your cat and dog?
You might check with your veterinarian for an alternate flea preventative for your cat and dog. Sometimes switching out what preventative you use on your animals may help. There are many choices out there,
