We planted an Early Elberta peach tree three years ago, and although the tree looks healthy and has grown significantly, it has never produced even a single blossom. The tree receives water regularly and is fertilized a few times a year. Is there anything we can do to help encourage the tree to blossom next year?

Its not uncommon for fruit trees to have few blossoms and little fruit while they become established but I suspect the reason you have not seen any flowers has less to do with your care of the tree and more to do with the weather we have had over the past few years.
Peaches do not reliably form fruit in our part of that state. Their flower buds start actively growing very early in the year and are often damaged by late frosts. Along the Front Range we generally only get a good peach harvest in years in which we have a mild spring. If you keep taking good care of your tree you will get a harvest when the weather cooperates.
