I found these marks on my Spartan and Earlyblues bushes. Can someone tell me what it is and how to control it?

They look like they might be insect eggs but I cannot tell what kind.
I am sure they are not the eggs of the beetles in your previous posts, they would be laid in the ground, It might be any number of insects.
Not all insects are pests.
