Would it be possible for you to send a photo of the shrub as well? Also, it appears that the leaves are opposite, but it is hard to tell. If you could lay the stems flat so we can tell the leaves are opposite or alternate. Thank you.
With that being said, my initial thought is that it appears to be a nandina.
