What is growing on the tips of this poplar tree along a lake?

It looks like a poplar budgall mite made a lovely gall. These are caused by tiny Eriophyid mites. These do not cause any damage and are almost impossible to treat. The only information that I could find was to pick up shed leaves with galls in the fallĀ and destroy them.
Tiny guys like this are dependent on humid weather to have happy lives. This summer gave them a chance to be really obnoxious.
