JAPANESE RED LEAF MAPLE TREE #208036

I am sending pics of tree limbs of our Japanese Maple Tree that only half leafed out this year.
It seems to be losing more leaves every day. Should we call in an arborist? Should we prune
the tree? I have scratched the tree limb only to find no signs of greening. The living part of the
tree keeps sprouting small bunches of leaves along one of the main limbs.
