Rose Leaves curling #197157

The Watertown Master Gardeners were working the Farmers Market and a lady brought up this climbing rose bush sample. (see photo). The leaves are curling up. She didn't notice any bugs. She waters the rose regularly. She doesn't know of any spray that would have hit it. The curling is on the established part of the plant (middle). She has had the rose for several years. She uses a systemic fertilizer/pest control.

The leaves look wilted but I don't know if that is because the sample dried out or if the leaves were wilted lookintg like that on the plant.  If they were, I would suspect overwatering or sitting in saturated soils.  Does the sump pump drain near this plant?  Or is it in a spot where water was standing for a time?  There could also be other damage to roots from digging or mechanical damage by rodents or something else.
