Live Oak Pests #195291

I have a few unidentified pests on a live oak we planted about 7 years ago. It affects a small number of the new growth towards the bottom branches but seems to be more concentrated farther up. I would like to try identify these and see if there is anything that can be done to treat it. The tree is growing rapidly and seems to be healthy outside these pest related issues. Any help would be appreciated.

I'm not seeing any actual insects in the pictures, so I'm guessing off of the damage.

The middle picture may be a leaf roller, but if you aren't seeing branches or new leaf growth stripped from the plant, that's probably not what's going on.

The damage doesn't look like insect damage to me in the other pictures.  Look on the underside of the leaves to see if you see any tiny insects sitting there.  I think you have physical damage, maybe a virus, but it really doesn't appear to be insect related to me.
