Locust tree problem #188972

What's happening to the locust trees in town? I have four in my yard and three are looking very bare, especially at the top. There are almost no leaves growing on the upper branches and the few that are there look very scraggly and stunted. I also notice many dead branches. Is this a problem I should address or is it just some plant bugs I don't need to worry about and the second growth this summer might come in stronger??? I have noticed the problem with many locust trees across town.

Honeylocusts have experienced several stresses over the past few years – dry winters, hail injury, spider mites, honeylocust plant bug injury and late spring freezes that damaged new leaves.
