Hello,
We bought this cherry tree about 3 years ago and have noticed one side of tree doesn't get new growth like the other side does. I took this picture of that branch. It seems like quite a large area has burst or is diseased. Could this be called a canker? I have not seem any oozing from the spot. But not sure what to call this.

It looks like some type of injury occurred at some point. Possibly winter injury of some other type of physical injury. You might want to contact your local Extension office to see if they recommend any type of treatments.
