My grapevine started giving me symptomps what i though originally were spider mites.... More and more i am inclined to doubt the soil PH, but could be wrong.... Third year now - would rally appreciate good help. Thank you.

This looks like blistering from an the Grape Erineum Mite, Colomerus vitis Pagenstecher (Acari: Eriophyidae). It is an eriophyid mite.
It overwinters under the bark of new growth, emerging in late spring to feed on the under surface of leaves. If infestation is small, remove the leaves and burn or dispose of in the household garbage to get them out of your area. Treat vine with dormant oil when plants are dormant.
