Aspen bugs #183319

My aspen tree has some drainage and also has some white powder looking bugs in the middle of some leafs stuck toghether. Can you tell me what they are and if I need to do anything?

I have been unable to identify this insect using "Insects and Diseases of Woody Plants" and other sources.  If you would like to bring a sample of this insect into the Master Gardener office, there would be a $7 fee in Boulder County ($11 if you live outside of Bldr Cty).
