Small Lemon tree with little brown bugs #178743

The plant was doing great and then all of a sudden it doesn't look so good, picture attached. I went to feel the stems and noticed a scum on my fingers.  Upon closer inspection there seem to be little, very small, brown bugs or something on the plant.  It doesn't look like aphids. the bugs are only on the stems not the leaves.  Photos attached.

What do I do to kill these things off and prevent their return and get my plant healthy again.

I am not sure exactly from your pictures and description, my best guess would be scale of some type? If you look close does it look kind of like a small raised area similar to a snail without a head? You can try applying an insecticide on a cotton ball to the stems, or sometimes I have just used alcohol and wiped it clean several days in a row? You can apply horti8cultural oil early in the year before it set leaves and fruit as well? Hope that helps?
