I have a kitchen/vegetable garden plot under what has been described as a Black Walnut tree, which I'm told is toxic to plants. Is there any plants or herbs that will grow, or, is there anything I can do to reduce the toxic effect of the tree.

Black walnut trees produce a chemical in their roots called juglone.  This chemical is indeed toxic to a number of other plants  including some common vegetables, especially tomatoes, peppers, cabbage and a few others.  There is nothing that can be done to modify the allelopathic properties of juglone.
