When I went to Washington State during Christmas break, I found a tree with these cotton-like substances growing everywhere on it. The whole tree only consisted of branches of this white, puffy material. There appeared to be brown seeds everywhere in the white fuzz. I had never seen anything like it before. What is this tree?

I'm not aware of any tree with this. It looks more like clematis seeds, which is a vine.
