Cuttings from a neighbor's vineyard #160427

In my area it is not uncommon for a vineyard owner to take cuttings from a neighbor's vineyard to develop own-rooted vines for their own vineyard. Are there any conditions under which this would be an acceptable practice?

As long as the varieties to be grown own-rooted are not susceptible to - or are at least tolerant to - phylloxera, this practice should be fine. For example, Concord cuttings are planted on their own roots in the Lake Erie Region.
