This white stippling is probably done by leafhoppers.

Ligurian Leafhopper (Eupteryx decemnotata)
Distribution: Occurs in several European countries. In the U.S.: introduced to California and Florida.
Hosts and Damage: Feeding is recorded on various members of the family Lamiaceae (basil, catmint, lemon balm, marjoram, oregano, peppermint, rosemary, sage, thyme, etc.). Infested plants typically exhibit stippled, distorted leaves. Stippled marks are often connected, displaying large necrotic areas of the plant tissue. Populations may build up rapidly reaching pest proportions.

This insect has become a pest in the greenhouse industry and appears to be in NC as well.
