1. What product should I use on buckthorn and aspen volunteers in my garden. I dont want to ruin nearby apple trees or raspberries. 2. My Mt. Royal Plum tree is 15 years old and not producing much fruit. Is there a way to revive it or should I cut it down. 4. What is eating my carrots 4 inches below the surface. Gnawing a circle. Not a rodent.

Here is a link for buckthorn control, see this link.  http://www.dnr.state.mn.us/invasives/terrestrialplants/woody/buckthorn/control.html  You might want to apply using a foam brush this should help by not getting on other plants.
You might give your plum some pruning to remove dead branches, crossing branches and to open the canopy of the tree, of course you can always replace it.
Without seeing the insects we can only guess that it may be wireworms.  You might pull them as there is no effective chemical control.
