Can human excreta be used for biogas energy production? If yes, why? If not, why not?

It is certainly possible chemically and is being done in certain parts of the United States from municipal sources of wastewater treatment by-products. Here is a list of tests and operations in the Northeast, but I've heard of this being done in the South and Midwest and on the West Coast:
