I have a problem with spider mites on my roses and alberta spruce tree. Can I spray with Sevin on a hot day, but do it early when temps are in the high 70's?

Spider mites are not insects and are closely related to spiders, therefore an insecticide will not work for spider mites. Sevin is for insects. I looked at the label to be sure, and spider mites are not listed on the label. It is always important to read your label. I know the print is small and tedious to read, but if your insect isn't listed on the label, then you are wasting your money. Also, you want to make sure the product you use, is listed for use on the plants you are going to spray. If you use a product that isn't listed for your plant, then you could kill you plant.
You can spray your plants off weekly, since rain helps knock the spider mites off. If you want to use a chemical control, the following products will help.

abamectin (=Avid®), bifenazate
(=Floramite®), hexythiazox (=Hexagon®), Sanmite®, and
spiromesifen (=Forbid®)
These are products for homeowners, so you need to spray every 7 days, to see complete irradication of the mites. You can also use insecticidal soaps and oils to help also.
