What are these caterpilla... #148737

What are these caterpillars called? Do they make a butterfly or moth? They are feeding on rue. - Kim Robinson

The insect in the photo is probably a genista broom moth caterpillar (Uresiphita reversalis).

Are you sure the caterpillars are feeding on rue?  The usual host plants are legumes. In Minnesota the caterpillars are most often found on baptisia.
