Pest Invasion #146937

We had a lady send us a picture of what looks to be larvae type pest that has defoliated her little fir type of tree/shrubs.  She would like to know what they are, how did they get on her tree/shrubs and what to use on them to get rid of them.  She did spray them with Sevin and that seemed to kill them.  Could they be "Redheaded Pine Sawfly"?
