Plateau herbicide application rate for cheatgrass #144433

Our site is loamy soil with a litter cover of about 20% and bare soil of less than 5%.  Cover by native grasses is mostly cool season wheatgrasses.  For cheatgrass control at Rocky Mountain Arsenal National Wildlife Refuge, what rate of Plateau is appropriated for September application?  Also which surfactant type would be appropriate; the Methylated Seed Oil or the Silicone based material?
