Katydid hunters (Sphex spp.) are found across the continental US so it's not uncommon to find them in your area.
A quick survey of this website ( http://www.bentler.us/eastern-washington/animals/insects/wasps/default.aspx ) list several species of wasps that prey on katydids and grasshoppers and may match the wasp that you found. Wasps in the genera Sphex, Chlorion, and Prionyx all prey on grasshoppers, crickets, and katydids.
