This weed is growing on the beach – it’s very tall grass. How can it be treated safely to remove it?

The photo shows so little of the grass that I can't tell what it is. I have no idea of size or color. But regardless of its name, you should not be using any herbicides next to the water. That leaves hand-pulling. Physical removal is the only thing that will be completely safe. Cutting it off just gives you a short break until you cut it off again.
