Disease on ornamental plum trees #136027

A number of our plum trees (we have nine total) are showing holes in the leaves and twigs where all the leaves have dropped off. I can see no insects that might be causing this. There are enough of the branches affected that trimming them would be difficult. We are in Laramie, west of the river. What are your recommendations?

The holes in the leaves appear to be from insect feeding, but the hail we had a week or two ago could have caused those holes. 

The branches dropping leaves are more concerning to me. It could be from a disease called fire blight, or from not enough water, or from borer insects in the tree.
