River Birch Pest #122236

I found this on my heritage river birch today. What is it and does it require treatment? The tree was planted 3 years ago and has struggled. I only found one affected branch.

Master Gardener volunteers are working at Centre County Extension to identify  insect on you river birch. The two most common insect pest for this species is bronze birch borer and birch leaf miner, but your picture does not look like either of those.
