Can you tell us-
How long they have been planted there?
What exposure is the problem- east, west, south?
Is it all on one side? One area ( low down, or high up on the plants?)  Evenly spread through the plants?
Do you see torn or sharply bitten branches?
Do the shrubs get watered, especially late in the fall?
